Who is NCIS?

NCIS is the "National Council for Impacted Schools Association."

Background

NCIS was formed in October, 1999 through the Oklahoma Association Serving Impacted Schools (OASIS) because of the concerns for funding and equity in the distribution of funding for almost 300 Oklahoma schools along with other federally impacted schools nationwide that were not being fairly represented in other federal impact aid associations.

Despite numerous attempts to restate equity concepts through these other associations and to seek membership balance on the Board of Directors to represent these concerns, our efforts failed.

NCIS Goals

  1.  "Seek full funding."
  2. Establish an equitable proration formula for impact aid payments when the program is not full funded.
  3. Ensure weights properly reflect the loss of taxes to a district.
  4. Provide full eligibility of all federal students in districts meeting the program standards.
