Appropriations- Budget

Wednesday, Senate Budget Committee Chairman Kent Conrad (D-ND) said he has been permitted to bring a budget resolution to the Senate floor, while House Democrats are still assessing whether to advance a budget plan.  Conrad said the hope is to move on a budget resolution with greater deficit reduction than President Obama’s budget plan, and would reduce the deficit to three percent of GDP or less in fiscal 2015.

With the spring recess coming in a little over a week, Democrats are focused on passing healthcare reform, and the leaders of the House and Senate Budget committees do not expect to take up their respective FY11 budget resolutions until after the break.

While the panel has been occupied primarily with healthcare reform, House Budget Chairman Spratt said the committee has met with leaders of several Democratic factions on the FY11 spending blueprint, including the Blue Dogs, the Congressional Progressive Caucus, the Congressional Black Caucus, the Congressional Hispanic Caucus and the Congressional Asian Pacific American Caucus.

Senate Majority Leader Reid has elected to push a scaled-back, four-part jobs bill instead of a broader package.

The bill Reid wants to consider will include a payroll tax break from Senators Schumer (D-NY) and Hatch (R-UT); an extension through this year of federal surface transportation programs; an expansion of the Build America Bonds program of tax-credit bonds for state and local infrastructure projects; and an expiring extension through this year for higher expensing limits for small businesses included in last year's stimulus bill.  Reid said it will be paid for but did not detail how.

Sander Levin of Michigan was named acting chairman of the House Ways and Means Committee on Thursday.  Levin replaced Charles Rangel of New York after being admonished by the House ethics committee.  Following succession rules, Pete Stark of California became acting chairman on Wednesday.  But his fellow Ways and Means Democrats spent the rest of the day urging the controversial and outspoken liberal to step aside. 

Emerging from a closed-door meeting of committee Democrats on Thursday morning, Levin said that the panel will meet March 9 to discuss plans.  He promised to begin “outreach to Republicans.”  Later, he issued a brief statement saying: “The Ways and Means Committee plays a vital role on critical issues facing American families, including, job creation, economic development, and health care. I look forward to moving vigorously on this agenda.  That means working collaboratively with Democrats on the committee and the entire caucus, with congressional leadership and the Obama administration, and undertaking discussions with Republicans in order to move our nation forward.”

OASIS Scholarships 2010

The Oklahoma Association for Serving Impacted Schools (OASIS) will again be sponsoring scholarships to eligible students in each congressional district.

 

The one-time, $1,000 scholarship will be in the names of the five Oklahoma members of congress, two Oklahoma senators, and one to honor the late Mr. Ed Hennessee, who served as Executive Director of the Oklahoma Association for Serving Impacted Schools and the National Council for Impacted Schools.

 

Scholarship winners will be selected from eligible school districts within each congressional district.  School districts meet eligibility through membership in OASIS, and students are eligible by being a graduating senior in 2010, an eligible impact aid student and future enrollment in an Oklahoma institution of higher learning.

 

As part of the application the student will be asked to prepare a mini essay topic “How do instant forms of electronic communications such as, Twitter, Facebook, and YouTube affect our views of politics and politicians now and possibly in the future?” plus the completion of various questions including the listing of school and community activities, and two personal recommendations.

 

Applications and essays must be submitted by April 10, 2010.  Winners will be notified by May 1, 2010.

 

OASIS is an organization of school administrators who focus on obtaining federal “in lieu of taxes” reimbursements from the federal government due to the process of non-taxable federal property, such as Indian Land, military bases and federal forest reserves, in their school districts.  An “impact aid student” is one who lives with their parent or guardian who works and/or lives on the federal property.
